Okay, so I may have figured out what is causing this to happen for me. I deleted the javaw.exe firewall exception in the 'allow an app or feature through Windows Defender Firewall' menu and then put it back in, and that somehow seems to have fixed it. I think it may be just because it updates and for some reason the exception doesn't work unless you remove it and put it back in.
